The Oshkosh / Winnebago County Housing Authority works closely with landlords in the Housing Choice Voucher program (HCV). HCV is a U.S. Department of Housing and Urban Development (HUD) program administered locally by the Oshkosh / Winnebago County Housing Authority. HCV provides assistance to qualified low-income families to enable access to decent, safe, and sanitary housing by paying a portion of their rent directly to their landlord.
