Affordable housing units are managed and maintained by the Housing Authority. Units include apartment complexes, duplexes, townhomes, and single family homes, ranging from 1-5 bedrooms.

Affordable housing programs include family housing, elderly housing, accessible housing for disabled individuals, and single-occupancy units, and more. Units are scattered throughout Oshkosh and Winnebago County.
